League of Nations and to its kembers a deport
on Piracy presented to it by a Sub-Committee
consisting of k. hatsuda and M. Vang Chung-Hui,
and in so doing the Committee stated in express
teras (League of Nations Paper 0.196 m.70, 1927
V., p.116) "it is understood that in submitting
*the present subject to the Governments the
*Cos:ittee does not pronounce either for or
"against the general principles set out in the
"Report, or the solutions auggested for various
"particular problems on the basis of these
"principles. at the present stage of its work
"it is not for the Committee to pat forward
"oonelusion of this kind”.
It is clear,
therefore, that while the deport of the Sub-
Committee possesses the weight which may be
attached to the opinion of its two distin-
guished authors, it can in no way olaim to
have been approved or accepted by the Committee
of Experts. as regards the actual opinion
of M. Eatsuda and Wang Chung-Hui on the
point
